National Assembly House: converges the cream of Vietnamese construction workers

“All the Sector realize that this is an honour and a pride because it is not only the Headoffice of the National Assembly - the most powerful organ of State (located in the area of Thang Long Royal City vestige), symbol for gathering the people's will & aspiration but it also has a great significance of politics and spirit”, said Mr Trinh Dinh Dung, Construction Minister.

The National Assembly House has 2 floors, the 1st has 600 seats for members and guests,

the 2nd has more than 300 seats for guests and attending delegates

The great responsibility of Commander of Construction Sector

    Minister Dung said, besides the above mentioned meanings, there were 2 things that made him worried: This was the first time Vietnam had a project of building the biggest Central Headoffice, requiring modern technique, excess in size, complicated performance and the time was very short. The motive M&E wiring system in the House particularly was about 1,350km long; 600km of light electrical wire; approximately 400km of cable to connect the LAN net and so on. Moreover, there were piping system with the length of 200km to protect the wire and cable; systems of air-conditioning, ventilating, cooling, water supplying, fire-alarming and extinguishing; wall stones…

     Especially the sound system had to be dealt with at the same time for 84 big & small meeting rooms. Construction Minister also reckoned, to perform this work, the Project Management Board had to direct and organize 50 contractors with ten thousands of workers to participate in. There were 3 working shifts a day, and at least 1,500 - 2,000 people worked at site; they had to coordinate effectively, ensure the safety and quality, besides pay much attention to workers' living standards and avoid dangerousness for labourers. For daily security, all cadres, engineers and workers had to wear entry cards and the cards were also checked by modern machine.

    Emphasizing the meaning, importance and time to finish the new National Assembly House, Minister Dung shared the strenuousness of the workers, engineers who were working regardless of holidays with high spirit and effort to accomplish the project. In the 1st of Tet holiday, the working atmosphere of approximately 500 workers and engineers together with leaders of project management board was also as an ordinary day; if not, the project would not be finished in accordance with the schedule, insisted the Minister.

LILAMA - facing difficulties & hardships

     From the beginning, LILAMA General Director requested to gather all their resources such as equipment, material, finance, human resource… so as to accomplish the project as required by Ministry of Construction.

      Responsible for performing the items of electrical system and steel structures of the project, for completing the work as required, after a design had been approved, LILAMA always had about 30 engineers and 400 skillful workers from 10/2013 to 8/2014 and constantly organized extra working shift to satisfy the schedule. LILAMA always mobilized adequate the best machines and facilities to serve the project performance, especially there were some equipment and tools which had never been used in Vietnam like cutting device for medium voltage cable terminals because of the special cable imported from Germany and LILAMA had to send their people to Germany to procure so as to ensure the schedule as well as the safety of the House's electrical system. In addition, LILAMA also met with lots of hardships such as: until 9/1014 there were adjustments in the design whereas material and equipment had to be mainly imported from G7 countries or Europe, so the order in accordance with schedule was very difficult. In 2014, LILAMA had to order and transport almost material and equipment by planes, so the cost increased very much. Besides, there were more than 40 contractors and their jobs always overlapped, the coordination between them was very hard, especially LILAMA's scopes of work were very passive for they were just done after the completeness of construction contractors, interior contractors ... However, to be interested and directly guided by Construction Ministry, especially Vice Minister Cao Lai Quang was always present at site, some hardships, interface conflicts and coordination between contractors were all solved immediately.

     For the time being, LILAMA's scopes of work have been finished, the test running has been completed and commissioned as stipulated and they will be put into use in 10/2014.

Song Da Corporation - a chance for high technology application

     At the project of National Assembly House, Song Da Corp. has been assigned to perform package XL01 (the foundation and basement) and in consortium with Hanoi Construction Corp. to perform package XL02 (structures of trunk, roof and the finishing work…). Aware of the importance and historical significance of the project, the Corp. has mobilized its modern vehicle, equipment, specialized, synchronous with the most advanced technology of performance together with its workforce of skillful engineers, technicians and workers to perform the project.

    The performing members of Song Da Corporation consists of Song Da 5 JSC responsible for deploying to perform 1/3 of the area of 2 basements in package XL01 1/3 of package XL02 work volume.

     National Assembly House project requires high quality and technique, and it is a chance for Song Da Corp. to approach the high technology in civil project construction. However, the most difficulty for a contractor in this project is that the area for performance are too narrow. There is work that must be done at night only (about 5 hours/day). In celebration activities or in national holidays, the performing force must pause. Another difficulty is the accommodations for labourers and so on.

     With high determination, Song Da Corporation has overcome all hardships and concentrated highly on site. All strongest equipment of the Corp. have been mobilized for this important project.

    Completing this specially meaningful project, the Song Da Corp. once again marks their turning-point in performing civil projects with difficult and complicated factors instead of only specializing in hydro power projects.

COMA Corporation - stamp of super special steel pillars

     In National Assembly House project, the COMA people has left their stamp with the achievement in performing the item of super steel pillars. This was a success of exploiting external forces, expanding cooperative relationships in fields of production, technological transfer on mutual benefit.  The 8 super pillars had special structure, combination type with the height of 15m, the tangent surface of 3.8 x 2.2m and the weight of 78 tons; and performing those pillars was a complicated, strange duty, rarely present in other projects in Vietnam. To complete this duty, COMA proposed to use crane of 1,250 tons (the biggest lifting crane that had ever been used in civil projects in Vietnam). Although the cost for moving this special equipment were not small at all, the effect of using it was fantastic: ensuring the performing schedule, ensuring the safety and quality of project … and this was really an outstanding economic task. The COMA people considered that the steel structures of the roof of National Assembly House was not very difficult but the form was complicated, the size was very large, many welded joints required high technique, and the tolerance is relatively strict. The most difficult parts of assembling and installing work concentrated on 2 details: the central round of the 20ton weight was the final interfacing point of 32 vì kèo. If there were no high determination and close deploying method, with so much work volume, the performance period could be 0.5 times as much as the specified schedule.
