Joint-venture of LILAMA 18 signed an EPC contract to implement Block-B O Mon Gas Pipelines Project

The Joint-venture of PetroVietnam Technical Services Corporation (PTSC) and LILAMA 18 J.S Company (LILAMA 18) held a signing ceremony for the EPC contract of Block-B O Mon Gas Pipelines Project valued 1.277 billion USD.

The South West Pipeline Operating Company (SWPOC) and the Joint-venture of PTSC Corporation (stock code on HOSE is PVS) - LILAMA 18 JS Company had just held a signing ceremony for the EPC contract to implementing the Block-B O Mon Gas Pipelines Project.

The Project managed by SWPOC is one of the key national projects having a total investment of 1.277 billion USD for constructing the pipeline system with total length of 431km in which the pipelines offshore is 329km and the onshore is 102km connected to liquid filling stations (LFS), gas distribution stations (GDS), liquid bullet valves (LBV). The pipelines shall go through localities including Ca Mau province, Kien Giang province, and Can Tho city.

This is the midstream project, in accordance with the downstream and upstream that made up the Block-B O Mon Gas-to-Power Value Chain Project.

Addressing speech at the signing ceremony, Mr. Tran Thanh Hai – SWPOC President and CEO said that, after completing all bidding procedures including project assessment, clarification, negotiation conforming to the state current regulations, until December 2023, SWPOC has gained result for tender selection. Accordingly, the Joint-venture of PTSC Corporation - LILAMA 18 Company won the EPC contractor for the package on building onshore pipelines of Block-B O Mon project.

Mr. Hai also expressed his strong belief in the Joint-venture of PTSC and LILAMA 18 - as the EPC contract winner for their combined experience and capacity, that shall brought into full plays with their strength; take great efforts in resources mobilization including labors, equipment and vehicles; coordinate in work efficiently to realize the EPC contract under signed terms and conditions.

“SWPOC pledges to cooperate closely with the EPC joint-venture in facilitating the whole project process for support the contractor deploy and complete contracted works successfully in terms of quality, safety and schedule and cost saving”, stressed Mr. Hai.

Also in the ceremony, Mr. Le Manh Cuong – PTSC President & CEO, as the representative of the EPC Contractor committed that, the Joint-venture would do their best to fulfill the project construction with the quality, schedule and absolute safety as required with their capacity and experience showed in previously successful projects, along with SWPOC’s positive role in management, support and collaboration.

The Block-B O Mon Gas Project is a key national mega project with a total investment of nearly 7 billion USD, which co-invested by Vietnam Oil & Gas Group (PetroVietnam), PetroVietnam Exploration Production Corporation (PVEP), MOECO Mitsui Exploration Corporation (MOECO Mitsui), PTT Exploration and Production Public Co., ltd (PTTEP Thailand) under the form of production sharing contract (PSC).

The Project comprises of the following parts: the Block-B O Mon Gas Fields Project, the Block-B O Mon Gas Pipelines Project (invested by the companies mentioned above and PetroVietnam Gas Joint Stock Corporation - PV Gas under the business cooperation contract - BBC form).

With the strategic importance in ensuring national energy security and social-economic development of the South West Region of Vietnam, the Block-B O Mon Gas to Power Value Chain Project is required to produce the first gas flow by the end of the year 2026 and beginning of 2027.
